What is exported
Fresh garlic exports were only about US$ 5 million in 2025-26 (TradeStat), led by Malaysia, the UAE, Bangladesh, Bhutan and the USA; the Spices Board also records sizeable shipments to Indonesia in recent years. Indian garlic is strong-flavoured, with many small cloves, which suits ethnic and processing buyers more than supermarkets that want large single bulbs.

Benefits of exporting this product
- RoDTEP refund on this line
Garlic (0703 20 00) carries 1.9% of FOB, capped at ₹1.2 per kg. Rate as listed in Appendix 4R (w.e.f. 10 Oct 2024); DGFT Notification 41/2026-27 keeps the rates in force on 30 Sep 2026 unchanged until 31 Dec 2026. Check your exact 8-digit line on dgft.gov.in before you price.

Where to register
- Spices BoardCertificate of Registration as Exporter of Spices (CRES). Required by law for anyone exporting a spice listed by the Spices Board, and it also serves as your RCMC.indianspices.org.in ↗
- Plant Quarantine (DPPQS)Phytosanitary certificate for each consignment of plant produce, applied for online on PQMS. Some markets also want the packhouse or processing unit registered.pqms.cgg.gov.in ↗
Quality and checks
- A phytosanitary certificate from Plant Quarantine for every consignment; some markets add treatment or pest-free-area conditions — check the importing country’s rules first.
- Well-cured, dry bulbs with intact skin, graded by diameter; no sprouting, mould or loose cloves.
- Pesticide residues must meet the destination country’s MRLs; check them in APEDA’s International Pesticide MRL Database before you buy the crop.
Get a CRES, then offer graded, cured garlic from the Madhya Pradesh or Rajasthan crop to an ethnic importer in Malaysia or the Gulf. Ship in mesh bags in a ventilated or reefer container. Since 15 September 2026, a consignment worth up to ₹3 lakh FOB does not need an RCMC (DGFT Notification 36/2026-27); registrations required by a law still apply.
Where new exporters go wrong
- Competing on price with Chinese garlic in supermarket channels — Indian garlic usually cannot match its size and price.
- Shipping before curing is complete — bulbs sweat, mould and sprout on the way.

Step by step
How to export garlic
China dominates the world garlic trade, and Indian garlic — smaller bulbs, many cloves, strong pungency — sells mostly to ethnic and processing buyers rather than mainstream supermarkets. Malaysia, the UAE, Bangladesh and Indonesia are the steady outlets. Export volumes swing with domestic prices: in years of high Indian prices, exports shrink. Openings are GI garlics with a distinct story, and peeled or processed garlic.
- 01Get your IEC and CRES
Apply for the IEC on the DGFT portal, then the CRES on the Spices Board portal; add an FSSAI licence if you pack or process.
- 02Buy cured garlic
Buy at Mandsaur, Neemuch or Kota markets after curing; check bulb size and dryness.
- 03Inspection and phytosanitary certificate
Apply on PQMS; Plant Quarantine inspects the lot (and fumigation or treatment if the importing country requires it) before issuing the certificate.
- 04Clean, sterilise and test
Machine-clean and sort the lot, steam-sterilise it if the buyer or market needs it, and test residues, microbiology and contaminants at an NABL or Spices Board lab.
- 05Agree specification, price and payment
Put grade, tests, packing, Incoterm (FOB or CIF), shipment period and payment (advance, LC or documents against payment) in a written contract. Cover the buyer with ECGC if you give credit.
- 06File the shipping bill and ship
Your customs broker files the shipping bill on ICEGATE with the invoice and packing list. After customs clearance the line issues the bill of lading; get the certificate of origin from the right agency if the buyer needs a trade-agreement rate.
- 07Get paid and close the file
Send original documents through your bank (or to the buyer if paid in advance). When the money arrives, get the e-BRC and claim RoDTEP and drawback where they apply.
