What is exported

India exports woven polypropylene sacks, FIBC jumbo bags, bottles, containers, houseware and moulded items from Gujarat, Maharashtra, Daman and elsewhere. Buyers are industrial users, packaging distributors and retailers. In 2025-26 India exported about US$ 1.2 billion under HS 3923; the USA led, followed by the UAE, the UK, the Netherlands and Djibouti.

Varieties, grades and forms

  • Woven sacks and FIBC (jumbo) bagsPP and HDPE bags for cement, grain, fertiliser and chemicals — a big export line.
  • Plastic bags and filmsPolyethylene bags; from 1 May 2026 biodegradable bags have a separate tariff line.
  • Bottles, jars and containersPET and HDPE containers for food, pharma and cosmetics.
  • Caps and closuresBottle caps and dispensing closures.
  • Household plasticsKitchenware, insulated ware and storage items (HS 3924).

Where it is grown or made

  • GujaratAhmedabad, Vapi and Rajkot
  • Dadra and Nagar Haveli and Daman and DiuSilvassa and Daman — packaging plants
  • MaharashtraMumbai, Palghar and Pune
  • Delhi NCRDelhi (Narela, Bawana), Noida and Faridabad
  • Tamil NaduChennai

Export packing

  • Bags and films are baled or packed in cartons; containers and closures go in polybag-lined cartons to keep them clean.
  • FIBC bags ship compressed in bales on ISPM-15 pallets with test certificates for safe working load.
  • Food-contact items need migration test reports; EU buyers ask for recycled-content and packaging-regulation declarations.

Who buys abroad

  • Cement, fertiliser, food-grain and chemical companies (sacks and FIBC)
  • Food, pharma and cosmetic brands (containers and closures)
  • Packaging distributors
  • Retail chains (household plastics)

The quality buyers ask for

Food-contact plastics (EU)
Regulation (EU) No 10/2011: approved substances, overall and specific migration tests, and a Declaration of Compliance
Food-contact plastics (USA)
Resins and additives allowed under FDA 21 CFR Parts 174–178
FIBC bulk bags
ISO 21898: safe working load and safety factor (for example 5:1 single trip, 6:1 multi-trip); UN rating for dangerous goods
Woven sacks and films
GSM, mesh, tensile strength, UV stabilisation hours, film thickness in microns
Pipes
ISO 4427 (PE pipes for water) or ASTM / EN product standards, pressure class
Chemicals
REACH SVHC declaration, phthalate limits in articles, and RoHS for plastic parts in electrical goods

Certificates

  • Food-contact declaration and migration testsRequiredLegally required for plastic items meant to touch food in the EU and USA.
  • ISO 9001Often askedExpected by most industrial buyers; FIBC buyers often add ISO 21898 test reports.
  • BRCGS Packaging Materials / FSSC 22000Often askedFor packaging plants supplying food and pharma customers.
  • GRS / RecyClass / ISCC PLUSOften askedRecycled-content or traceability certification for buyers who need recycled-plastic claims (for example to meet EU recycled-content targets).
  • UN packaging certificationOften askedRequired for FIBCs and drums used for dangerous goods.

Shipping, storage and shelf life

Container load

Bales of sacks and FIBCs are compressed and shipped in 40-ft high-cube containers; housewares and furniture fill by volume (nesting saves space).

How it travels

Sea freight from Mundra, Hazira or Nhava Sheva.

Storage

Keep out of sunlight (UV degrades many plastics) and away from heat.

What goes on the pack and carton

  • Food-contact items in the EU: glass-and-fork symbol or 'for food contact' wording, and any use limits (for example 'not for microwave').
  • FIBC: safe working load, safety factor, standard, manufacturer and date on a sewn label.
  • Resin identification codes and recycling marks as required in the destination.
  • Single-use plastic items covered by the EU directive need the prescribed marking on pack or product.
Where to get it tested

CIPET (Central Institute of Petrochemicals Engineering and Technology) runs NABL-accredited plastics testing centres across India. For food-contact migration tests, search 'food contact' in the NABL directory. PLEXCONCIL can guide members.

Benefits of exporting this product

Where to register

  • Plexconcil (Plastics Export Promotion Council)RCMC for all plastic products, including packaging, woven sacks, FIBCs and consumer items.plexconcil.org ↗

Quality and checks

  • Food-contact plastics: EU plastics food-contact rules and US FDA requirements; migration tests and a declaration of compliance.
  • EU: the Single-Use Plastics Directive bans some items and marks others; the Packaging and Packaging Waste Regulation applies from 12 August 2026.
  • FIBC bags: test to ISO 21898 (safe working load and safety factor) and UN certification if used for dangerous goods.
How to start small

Woven sacks and household containers have steady demand in the Gulf and Africa. Work with a unit that has consistent quality, get the right tests (food-contact or FIBC load), join Plexconcil, and use Plexconcil fairs and buyer-seller meets to find distributors.

Where new exporters go wrong

  • Polymer prices move with crude oil; keep quotes short and link prices to a resin index for long contracts.
  • Selling items that are banned in the EU single-use plastics list.
  • Anti-dumping duties in some markets on Indian plastic products; check before quoting.

Step by step

How to export plastic goods and packaging

India exports a wide range of plastic goods — woven sacks and FIBC bulk bags, films, household containers, furniture, pipes, writing instruments and packaging — mainly from Gujarat, Maharashtra, Daman and Tamil Nadu. China is the dominant exporter, followed by Germany, the USA and others; Vietnam, Thailand and Turkey compete in specific lines. Demand comes from packaging, agriculture, construction and household goods buyers, but rules on single-use plastics and recycled content are reshaping the trade. Openings are in FIBCs and woven sacks for bulk packing, recycled-content products, and durable housewares that meet food-contact rules.

  1. 01Check market rules

Make sure the item is not banned or restricted (single-use bans, recycled-content rules) in the target market.

  2. 02Choose compliant resins

Buy resins and masterbatches with food-contact and REACH declarations.

  3. 03Samples and tests

Test migration, strength or safety factor as the product requires.

  4. 04Production

Mould, extrude or weave; keep batch and resin records.

  5. 05Inspection and packing

Check dimensions, weight and print; compress bales or nest items.

  6. 06Ship and claim

File the shipping bill, claim RoDTEP and drawback.

  7. 07Payment

LC or advance with new buyers; resin prices move, so fix price validity.

Questions

Questions about exporting plastic goods and packaging

Can I export single-use plastic items to Europe?
Some items (plastic cutlery, plates, straws, stirrers and others) are banned in the EU; others need marking. Check the Single-Use Plastics Directive list before quoting.
What is the safety factor on an FIBC?
The ratio between the load the bag survives in testing and its rated safe working load — for example 5:1 for single-trip bags under ISO 21898.
Do I need a Declaration of Compliance for plastic boxes?
Yes, if they are meant for food in the EU. It must be backed by migration tests and supplier declarations.
Which council covers plastics?
PLEXCONCIL (Plastics Export Promotion Council).
Is recycled plastic allowed for food contact?
Only from authorised recycling processes. In the EU, recycled plastic for food contact must come from processes authorised under EU rules; check before offering it.
