The tariff rate for 2204 is 150%. S. No. 70 of notification 45/2025-Customs lowers the basic duty on 2204, 2205, 2206 and 2208 to 50%, and AIDC of 100% applies under 11/2021-Customs, so most wine pays the same total as before. Australian wine can get a lower preferential rate under the India–Australia ECTA (in force 29 Dec 2022), linked to the bottle’s import price; EU wine has no agreement rate. Alcoholic liquor for human consumption is outside GST, so no IGST is charged; the state levies excise or import fees instead. Confirm the rate for your origin and bottle price on ICEGATE. AIDC 100% (notification 11/2021-Customs as first issued), so the total customs duty stays at about 150%. State excise duty and fees are extra. What is imported

Imported wine is bought by hotels, restaurants, duty-free shops and premium retail. Imports under 2204 were about US$ 31 million in FY 2025-26 (TradeStat), from Australia (22%), Singapore (20%, mostly re-exports), France (19%), Italy (11%) and Chile. Every state controls the sale of alcohol, so the importer also needs licences in each state where the wine will be sold.

Import policy · Free to import

Free under ITC(HS) Schedule 1. The real conditions come from FSSAI (alcoholic beverage standards and labelling), Legal Metrology, and the excise law of each state where the wine is stored or sold.

Licences and registrations you need

  • FSSAICentral licence for food importers (FoSCoS), then a No Objection Certificate for each consignment through FICS at the port.fics.fssai.gov.in ↗
  • Legal Metrology (Consumer Affairs)Importer registration under the Legal Metrology (Packaged Commodities) Rules if you import or sell retail packs.consumeraffairs.nic.in ↗
  • Customs (bonded warehouse)Most importers clear wine into a customs bonded warehouse and pay duty only when they take stock out for a state; the warehouse licence is under the Customs Act, 1962.icegate.gov.in ↗

What is checked at the port

  • FSSAI checks the label (alcohol content, allergen and statutory warnings, importer details) and may test samples against the alcoholic beverage standards.
  • Customs checks the declared value per bottle, especially where a preferential rate depends on price.
  • State excise checks the brand and label registration and the import or transport permit before stock can move into the state.

Practical tips

  • Register the brand and label with the excise department of each target state first; the process and fees differ by state.
  • Print or sticker the Indian label (importer name, FSSAI licence number) before or in the bonded warehouse.
  • Start with a mixed container for hotels in one state rather than many states at once.

Where new importers go wrong

  • Landing stock before state label registration — it waits in the warehouse while fees build up.
  • Wrong or missing FSSAI label elements, leading to relabelling or rejection.
  • Heat damage in un-reefered containers during Indian summer.
