What is imported
Food, beverage, pharma and FMCG companies import form-fill-seal machines, fillers, cappers, labellers and wrappers. India imported about US$ 917 million under heading 8422 in 2025-26, mainly from China, Germany and Italy (TradeStat). Many small food units buy Chinese machines; high-speed lines usually come from Europe.
Free under ITC(HS) Schedule 1 for new machines; second-hand machines follow the conditions for second-hand capital goods.
Licences and registrations you need
- DGFT (EPCG authorisation)Optional: zero-duty import of capital goods for exporters against an export obligation.dgft.gov.in ↗
- BIS (machinery safety)Check the current status of the machinery safety technical regulation on the BIS site before ordering.bis.gov.in ↗
What is checked at the port
- Correct sub-heading by function (filling and sealing, wrapping, cleaning).
- Separate listing of change parts, moulds and spares on the invoice.
- For used lines, age and condition evidence.
Practical tips
- Send your actual pouch, bottle or carton samples to the maker and ask for a test run video.
- For food and pharma, ask for food-grade contact parts and material certificates.
- Agree on installation, training and a one-year spare kit in the contract.
Where new importers go wrong
- Buying a machine that cannot handle your exact pack size or film, then paying for expensive change parts.
- No local service support, so a small fault stops the whole line for weeks.
