S. No. 196 of notification 45/2025-Customs sets 5% BCD on goods of 7108 (the tariff rate is higher); gold dore with up to 95% gold has its own 5% entry (S. No. 192) with conditions, valid until 31 Mar 2027 after 2/2026-Customs. Gold is outside the Social Welfare Surcharge. IGST on gold is 3% (Schedule IV, notification 9/2025-Integrated Tax (Rate)). The India–UAE CEPA gives a lower rate on a fixed tariff-rate quota of UAE gold allotted by DGFT. Confirm the full duty on ICEGATE on the day of import, because gold rates change often. AIDC 1% (notification 11/2021-Customs as amended in July 2024; it was 2.5% as first issued), making the customs duty about 6% before IGST. What is imported
Gold is India’s second-largest import after crude oil. Imports under 7108 were about US$ 72 billion in FY 2025-26, up from US$ 58 billion (TradeStat). Switzerland supplied 28% and the UAE 21%, followed by Peru, Ghana, South Africa and Hong Kong. A small jeweller does not import directly; it buys from banks, nominated agencies or through the India International Bullion Exchange (IIBX) at GIFT City.
Restricted under ITC(HS) Chapter 71: import is allowed only through nominated agencies notified by RBI (banks) or DGFT (other agencies), and by qualified jewellers notified by IFSCA through IIBX for specified codes. Confirm the condition for your 8-digit code on DGFT.
Licences and registrations you need
- RBI / DGFT (nominated agencies)Only banks authorised by RBI and agencies nominated by DGFT (such as public sector trading companies and Star/Premier trading houses where notified) may import gold for the domestic market.rbi.org.in ↗
- IFSCA (qualified jewellers on IIBX)Jewellers that meet IFSCA’s criteria can register as qualified jewellers and import gold through the India International Bullion Exchange.ifsca.gov.in ↗
What is checked at the port
- Customs checks that the importer is a nominated agency, bank or qualified jeweller, and weighs and assays the gold.
- Duty is charged on the tariff value of gold notified by CBIC every fortnight, not just the invoice.
- For dore bars, the refinery licence and end-use conditions are checked.
Practical tips
- A small jeweller should buy from a bank or nominated agency, or explore qualified-jeweller status on IIBX if volumes are large.
- Exporters of jewellery can get gold duty-free under the gold export schemes of the Foreign Trade Policy; ask your bank.
Where new importers go wrong
- Trying to import gold as an ordinary IEC holder — the bill of entry will be rejected.
- Undervaluation or misdeclaration of gold content — treated as smuggling, with confiscation and prosecution.
