Import plastic granules (polymers in primary forms)

Mostly 7.5% basic duty. BIS quality control orders on PE, PP and PVC were withdrawn in Nov 2025. Anti-dumping duty on bottle-grade PET from China.

The tariff rate for 3901, 3902, 3903 and 3907 is 7.5% (Customs Tariff as on 30.06.2025). PVC (3904) was 10% with an effective 7.5%; the Finance Bill 2026 made 7.5% the tariff rate from 1 May 2026. Polyester chips are 5% under S. No. 149 of notification 45/2025-Customs. Check the effective rate for your 8-digit code on ICEGATE. What is imported

Moulders, film makers and pipe makers import polymer granules when Indian supply is short or priced higher. In FY 2025-26 imports were about US$ 3.5 billion of polyethylene, US$ 2.1 billion of polypropylene, US$ 2.7 billion of PVC and US$ 2.7 billion of polyesters (TradeStat). Polyethylene and polypropylene come mainly from the UAE, Saudi Arabia, Singapore and Korea; PVC and PET mainly from China.

Import policy · Free to import

Free under ITC(HS). The BIS quality control orders on polyethylene, polypropylene and PVC homopolymers were revoked on 12 Nov 2025; check the BIS list in case any polymer order still applies to your grade.

Anti-dumping and safeguard duty

  • Bottle-grade PET resin (intrinsic viscosity 0.72 dl/g or higher; 3907 61 and 3907 69) from China: US$ 200.66 per tonne for five years, notification 12/2026-Customs (ADD), 19 Jun 2026; recycled PET is excluded. Calcium carbonate filler masterbatch from Vietnam is also under anti-dumping duty (37/2025-Customs (ADD)). Older ADD on other polymers may still be in force — check the DGTR and CBIC ADD lists for your grade and origin.

Licences and registrations you need

  • BISCheck whether any quality control order still covers your polymer grade; the PE, PP and PVC orders were revoked in Nov 2025.bis.gov.in ↗
  • CPCB (EPR for plastic packaging)If you make or import plastic packaging, register on the CPCB EPR portal under the Plastic Waste Management Rules.eprplastic.cpcb.gov.in ↗

What is checked at the port

  • Classification: homopolymer versus copolymer and the density band for polyethylene decide the 8-digit code.
  • Country of origin and producer name, which decide any anti-dumping duty.
  • Prime versus off-grade or recycled material; off-grade declared as prime (or the reverse) is a common valuation issue.

Practical tips

  • Ask for the producer’s certificate of analysis and the grade data sheet with every lot.
  • Imports from ASEAN, UAE or Korea may get FTA rates with a valid certificate of origin — compare landed cost.

Where new importers go wrong

  • Buying from a trader in a third country without checking the producer and true origin; ADD follows origin.
  • Relying on old QCO advice — the rules changed in Nov 2025.
