The CBIC tariff shows 20% on every line of 3303, including perfumes containing spirit and eau de cologne. The Budget 2025–26 and 2026–27 changes to chapter 33 concern food flavouring mixtures (3302 10), not perfumes. IGST is 18% (Schedule II entry for 3303, Notification 9/2025-Integrated Tax (Rate)). What is imported
Designer and niche perfumes, deodorant colognes and attar-style fragrances are imported by brand distributors, beauty retailers and online sellers. TradeStat shows about US$ 209 million of 3303 imports in 2025–26, from the UAE, Spain, Singapore, France, Italy and Switzerland — many brands ship to India through regional hubs in Dubai and Singapore. Perfumes are regulated as cosmetics, and the brand must be registered with CDSCO before the first shipment.
Free under ITC(HS) Schedule 1, subject to registration under the Cosmetics Rules, 2020.
Licences and registrations you need
- CDSCO (cosmetics import registration)Under the Cosmetics Rules, 2020, every imported cosmetic, including perfume, must be registered with CDSCO before import. The application (Form COS-1) is filed on the SUGAM portal by the manufacturer's authorised Indian agent or importer, and the registration certificate (COS-2) lists each brand and variant. Cosmetics tested on animals cannot be imported.cdscoonline.gov.in ↗
- Legal Metrology (LMPC)Importers of pre-packed goods for retail sale must register under the Legal Metrology (Packaged Commodities) Rules, 2011 and print the importer's name and address, MRP, net quantity, month and year of import and consumer-care details on each pack.consumeraffairs.nic.in ↗
- CPCB (EPR — plastic packaging)An importer who brings in goods packed in plastic is treated as an importer under the Plastic Waste Management Rules and must register on the CPCB EPR portal and meet recycling targets.eprplastic.cpcb.gov.in ↗
What is checked at the port
- CDSCO registration certificate covering the exact brand and variant; the drug inspector at the port can draw samples.
- Labels as required by the Cosmetics Rules and Legal Metrology rules, including the import registration number.
- Dangerous-goods paperwork: alcohol-based perfumes are flammable and need proper declarations for air and sea freight.
Practical tips
- Start the CDSCO registration months before the first order; it is granted brand by brand.
- Use a forwarder experienced with Class 3 flammable cargo; many airlines limit perfume shipments.
Where new importers go wrong
- Shipping a new variant that is not yet on the registration certificate; the whole consignment can be held.
- Buying cheap “original” perfumes from unknown traders — fakes and expired stock are common.
