What is imported

Office chairs and desks, modular kitchens, wardrobes, beds and outdoor furniture are imported by furniture retailers, interior contractors and hotels. Chinese, Malaysian and Vietnamese factories are common sources. Furniture is bulky, so freight and damage in transit weigh heavily on the landed cost.

Import policy · Free to import

Free under ITC(HS). The Furniture (Quality Control) Order, 2025 (S.O. 801(E), 13 Feb 2025), amended on 12 Feb 2026, requires the BIS mark on the furniture it covers; check its table for your item.

Licences and registrations you need

  • BIS (Furniture QCO, 2025)For covered furniture the foreign factory needs a BIS licence and the product must carry the ISI mark. The February 2026 amendment added limited exceptions (for R&D samples, declared stock and imports by furniture exporters for export).bis.gov.in ↗
  • Plant Quarantine (wood packaging)Wooden crates and pallets must be ISPM-15 treated and marked; untreated wood packaging is fumigated or rejected at your cost.pqms.cgg.gov.in ↗

What is checked at the port

  • ISI mark and licence for items covered by the Furniture QCO.
  • Classification: seats (9401) and furniture (9403) are different headings; mattresses are 9404.
  • Wood packaging marks and, for some solid-wood items, plant quarantine checks.

Practical tips

  • Ask for flat-pack designs where possible — they cut freight and damage.
  • Agree packing standards and a damage allowance in the purchase order, and photograph the container on opening.
  • Check the Furniture QCO table and the supplier’s BIS licence before you confirm the order.

Where new importers go wrong

  • Importing office chairs or other covered items from a factory without a BIS licence.
  • Under-declaring value on mixed containers — Customs compares with similar imports.
