The CBIC tariff shows 20% on every line of 7013 — glass-ceramics, stemware, tumblers, table and kitchen glassware and other glassware, including lead crystal. Budget 2025–26 and 2026–27 made no change to chapter 70 for these lines. IGST is 18% (Schedule II entry for 7013, Notification 9/2025-Integrated Tax (Rate)). Ceramic or porcelain tableware is a different heading (6911, 6912) with a different IGST rate, so describe the material accurately. CBIC — Customs Tariff, import tariff by chapter ↗

What is imported

Drinking glasses, borosilicate storage and bakeware, opal dinner sets, crystal and decorative glass are imported by kitchenware brands, hotel suppliers, retailers and online sellers. TradeStat shows about US$ 134 million of 7013 imports in 2025–26; China supplies about two-thirds, followed by Thailand, Malaysia, Italy, the UAE and Austria. Breakage, anti-dumping duty on opal ware and valuation checks are the main risks.

Anti-dumping and safeguard duty

  • Anti-dumping duty on opal glassware from China and the UAE, continued for five years by Notification 24/2022-Customs (ADD) dated 3 August 2022. Rates differ by country and producer; check the notification and any later review on CBIC and DGTR.

Licences and registrations you need

  • BIS (status check)We found no BIS Quality Control Order for table and kitchen glassware in force on 1 November 2026. Check the BIS list before shipping, as new orders are notified often.bis.gov.in ↗
  • Legal Metrology (LMPC)Importers of pre-packed goods for retail sale must register under the Legal Metrology (Packaged Commodities) Rules, 2011 and print the importer's name and address, MRP, net quantity, month and year of import and consumer-care details on each pack.consumeraffairs.nic.in ↗
  • CPCB (EPR — plastic packaging)An importer who brings in goods packed in plastic is treated as an importer under the Plastic Waste Management Rules and must register on the CPCB EPR portal and meet recycling targets.eprplastic.cpcb.gov.in ↗

What is checked at the port

  • Type of glass (opal, borosilicate, soda-lime, crystal) and producer — opal ware from China or the UAE attracts anti-dumping duty.
  • Country of origin and routing through third countries.
  • Legal Metrology labels on gift boxes and retail sets.

Practical tips

  • Ask for drop-tested export cartons with dividers, and insure against breakage.
  • For borosilicate bakeware, get thermal-shock test reports; buyers will ask whether it is oven and microwave safe.

Where new importers go wrong

  • Describing opal glassware as “ceramic” or “porcelain” to avoid anti-dumping duty — customs tests samples.
  • Cheap packing that saves a few cents per carton but loses a tenth of the shipment to breakage.
