Open cells of 15.6 inches and above for making LCD/LED TV panels pay 5% (S. No. 297, end use, extended to 31 March 2028). IGST is 18% for TVs and monitors (Schedule II, heading 8528). What is imported

Brands and contract manufacturers import display panels and open cells to assemble TVs in India; IT distributors import monitors and interactive displays. Imports under 8528 and 8524 99 were about US$ 1,457 million in 2025-26, mostly from China, Vietnam and Hong Kong (TradeStat). Finished TV sets need a DGFT import licence.

Import policy · Restricted — authorisation needed

Colour television sets (8528 72 11 to 8528 72 19 and 8528 71 00) were moved from Free to Restricted by DGFT Notification 22/2015-2020 of 30 July 2020, so they need a DGFT import authorisation. Monitors and display modules remain Free — confirm your line on the ITC(HS) page.

Licences and registrations you need

  • DGFT (import authorisation)Apply online for a restricted-item import authorisation before importing TV sets.dgft.gov.in ↗
  • BIS (CRS)LCD/LED TVs and monitors are on the CRS list; each model needs BIS registration.crsbis.in ↗
  • BEE (star label)Televisions must carry the BEE energy star label before sale.beeindia.gov.in ↗
  • CPCB (EPR — e-waste)Importers of electrical and electronic equipment listed in Schedule I of the E-Waste (Management) Rules, 2022 must register on the CPCB EPR portal before placing goods on the market.eprewastecpcb.in ↗

What is checked at the port

  • DGFT authorisation for TV sets; Customs will not clear restricted goods without it.
  • BIS mark, BEE label and correct line (TV, monitor, IFPD or panel).
  • End-use records for open cells imported at 5%.

Practical tips

  • For TVs, most businesses buy from Indian assemblers rather than import finished sets.
  • Monitors are simpler: free policy and 10% BCD, but still need BIS registration.

Where new importers go wrong

  • Shipping TV sets without a DGFT licence — the goods can be confiscated.
  • Declaring an interactive display as an ordinary monitor to pay 10% instead of 20%.
