What is imported

Electronics manufacturers and EMS companies import bare PCBs designed in India and fabricated abroad. India imported about US$ 1,677 million of printed circuits in 2025-26, mostly from China, Hong Kong, Taiwan, South Korea and Thailand (TradeStat). Populated boards (PCBA) are classified with the equipment they belong to, not under 8534.

Anti-dumping and safeguard duty

  • Anti-dumping duty on bare PCBs of up to six layers from China and Hong Kong, imposed in March 2024 on DGTR final findings of 29 December 2023, for five years. The rate is a percentage of CIF value and differs by producer (30% of CIF for Hong Kong as published). Check the CBIC anti-dumping notification for your supplier's rate. DGTR has separately investigated PCB tools from China.

Licences and registrations you need

  • Customs (IGCR, if claiming a concession)No product licence is needed for bare PCBs, but end-use concessions for battery PCBA and similar items need the IGCR procedure.icegate.gov.in ↗

What is checked at the port

  • Layer count and origin, because they decide whether anti-dumping duty applies.
  • Bare board versus populated board — a PCBA is not classified under 8534.
  • Producer name on the invoice, to apply the right producer-specific duty.

Practical tips

  • Get quotes from Taiwan, Korea or Thailand as well; the anti-dumping duty can erase China's price advantage.
  • Order a small prototype batch and test it before mass production.

Where new importers go wrong

  • Forgetting anti-dumping duty in the landed cost of multilayer boards from China or Hong Kong.
  • Routing goods through a third country with a false origin — this is evasion and is penalised.
