CBIC Customs Tariff: every 8504 40 line (inverters, rectifiers, battery chargers, stabilisers, other) is 20%. Budget 2024–25 cut BCD on chargers and adapters of mobile phones to 15%. S. No. 323 of Notification 45/2025-Customs gives 15% to battery chargers (8504 40 30) used to make electric or hybrid vehicles (end use). IGST is 18% (Schedule II, heading 8504), but chargers or charging stations for electrically operated vehicles are 5% (Schedule I, entry 438). What is imported
Solar installers, UPS and inverter brands, EV-charger makers and electronics traders import static converters of 8504 40. India imported about US$ 2,368 million in 2025-26, mostly from China, with Germany, Japan, Hong Kong and Singapore next (TradeStat).
Free under ITC(HS) Schedule 1, subject to BIS registration where the product is on the CRS list.
Licences and registrations you need
- BIS (CRS)Power adapters for IT and audio-video equipment, mobile chargers and UPS/inverters are on the CRS list. Solar inverters have their own BIS requirement. Register each model before import.crsbis.in ↗
- CPCB (EPR — e-waste)Importers of electrical and electronic equipment listed in Schedule I of the E-Waste (Management) Rules, 2022 must register on the CPCB EPR portal before placing goods on the market.eprewastecpcb.in ↗
- CPCB (EPR — batteries)If inverters or UPS units come with batteries, register for battery EPR as well.eprbattery.cpcb.gov.in ↗
What is checked at the port
- BIS registration and Standard Mark for CRS-listed models.
- Whether the item is a charger for a phone, an EV, or general use — the rate differs.
- Batteries packed with the goods, which bring battery rules and dangerous-goods paperwork.
Practical tips
- Ask the factory for its BIS registration and test report before you finalise the order.
- Check the 5% IGST on EV chargers only applies when the product is truly for electric vehicles.
Where new importers go wrong
- Shipping unregistered adapters bundled inside other products — the whole consignment can be held.
- Pricing on 15% when your product is not a phone charger.
