The tariff rate for 8525 81 to 8525 89 is 20%. S. No. 289 of Notification 45/2025-Customs gives 10% to all goods of these lines other than CCTV and IP cameras, so CCTV cameras stay at 20%. Recorders (DVR/NVR, 8521 90 90) are also kept out of the 10% entry at S. No. 286. Parts for making CCTV cameras can be Nil under S. No. 294 (end use, extended to 31 March 2028 by Notification 02/2026-Customs). IGST is 18% (Schedule II, heading 8525). What is imported
Security integrators, distributors and housing and retail projects import CCTV and IP cameras, often with recorders. Imports under 8525 89 were about US$ 1,973 million in 2025-26, led by Vietnam, China, Hong Kong and Thailand (TradeStat). Since 2024 the rules have tightened around cyber-security testing for network cameras.
Free under ITC(HS) Schedule 1, but CCTV cameras fall under the Electronics and IT Goods (Requirements for Compulsory Registration) Order and MeitY's security essential requirements.
Licences and registrations you need
- BIS (CRS)CCTV cameras and recorders need BIS registration for the exact model, in the foreign manufacturer's name, before they can be imported.crsbis.in ↗
- STQC (security essential requirements)Network (IP) CCTV cameras must be tested against MeitY's security essential requirements; STQC labs issue the security test report used for CRS. MeitY has clarified that analog cameras are not covered by these security requirements.stqc.gov.in ↗
- DoT WPC (Equipment Type Approval)Wi-Fi or other wireless cameras need ETA through Saral Sanchar.saralsanchar.gov.in ↗
What is checked at the port
- BIS registration number and Standard Mark on the camera and its packing.
- That the imported model and firmware match the registered and security-tested model.
- Separate classification and rates for cameras, recorders and power adapters in the same shipment.
Practical tips
- Ask the brand for its BIS registration letter and STQC security report before paying; confirm both on the official portals.
- Government and public-sector buyers may ask for extra testing under procurement rules — check the tender.
Where new importers go wrong
- Assuming a BIS number from an older model covers a new firmware or model version.
- Paying the 10% rate on CCTV cameras by mistake — the 10% entry excludes them, and Customs will demand the difference.
