What is imported

India cuts and polishes most of the world’s diamonds, and Surat and Mumbai buy rough from trading hubs and miners. In FY 2025-26 imports of non-industrial rough (7102 31) were about US$ 10.3 billion: the UAE 69%, Belgium 16%, then South Africa, Israel, Botswana and Russia (TradeStat). Unsorted and industrial rough added about US$ 260 million more.

Import policy · Free, with conditions

Free, but every import of rough diamonds must come with a valid Kimberley Process certificate from the exporting country, and the parcel is checked by the KP authority in India.

Licences and registrations you need

  • Kimberley Process authority (GJEPC, for the Department of Commerce)Each parcel must arrive sealed with the original Kimberley Process certificate; GJEPC verifies it and the parcel is opened under the KP procedure.gjepc.org ↗

What is checked at the port

  • KP certificate number, carat weight and value checked against the sealed parcel.
  • Customs valuation by appraisers at the diamond clearance centre (for example Bharat Diamond Bourse, Mumbai, or Surat).
  • Checks that natural rough is not mixed with lab-grown diamonds.

Practical tips

  • Become a GJEPC member and learn the KP import procedure before buying your first parcel.
  • Buy through established tenders or sights, or from known dealers in Antwerp and Dubai, with a written assortment and price.

Where new importers go wrong

  • A parcel whose seal or KP certificate does not match — it cannot be cleared and may be seized.
  • Sanctions risk on rough of certain origins — check the buyer-country rules if the polished goods will be exported.
