The CBIC tariff shows 20% on all lines of 6702, whether of plastics or other materials such as jute. Budget 2025–26 (chapters 65–67) and Budget 2026–27 (chapters 67–70) made no change. IGST is 18% (Schedule II entry for 6702, Notification 9/2025-Integrated Tax (Rate)). Decorative items with lights are classified under other headings (for example 9405) and carry different rates and BIS rules. CBIC — Customs Tariff, import tariff by chapter ↗
What is imported
Artificial flowers, plants, garlands and foliage walls are imported by event and wedding decorators, home-decor shops and online sellers. TradeStat shows about US$ 33 million of 6702 imports in 2025–26, of which China supplied about US$ 30 million; Malaysia, France and the USA follow far behind. Demand peaks before the wedding and festival seasons, so timing the shipment matters.
Free under ITC(HS) Schedule 1.
Licences and registrations you need
- Legal Metrology (LMPC)Importers of pre-packed goods for retail sale must register under the Legal Metrology (Packaged Commodities) Rules, 2011 and print the importer's name and address, MRP, net quantity, month and year of import and consumer-care details on each pack.consumeraffairs.nic.in ↗
- CPCB (EPR — plastic packaging)An importer who brings in goods packed in plastic is treated as an importer under the Plastic Waste Management Rules and must register on the CPCB EPR portal and meet recycling targets.eprplastic.cpcb.gov.in ↗
What is checked at the port
- Material and description: items with LED lights or batteries are not 6702.
- Valuation of mixed decor consignments — customs compares per-kg values with similar imports.
- Legal Metrology labels on retail packs and EPR registration for plastic packaging.
Practical tips
- Order three to four months before the wedding season; sea freight and clearance take six to eight weeks.
- Ask for colour-fastness and UV-resistance details if the flowers will be used outdoors.
Where new importers go wrong
- Mixing lighted decor and plain flowers under one description; the whole shipment gets reclassified.
- Under-declaring the value of a mixed consignment and facing reassessment.
