01The four classes
DGFT publishes the import policy for every 8-digit HS code in ITC(HS) Schedule 1. The “Policy” column tells you which class applies, and the “Policy Condition” column adds any condition.
- Free: import with your IEC, subject to other laws (BIS, FSSAI, quarantine and so on).
- Restricted: you need an import authorisation (licence) from DGFT before the goods are shipped.
- Prohibited: cannot be imported at all.
- State Trading Enterprise (STE): only the named government enterprise may import, or others with its permission.
02How to check
On dgft.gov.in open the ITC(HS) search, choose Import Policy, and type your HS code or product name. Read the chapter notes and policy condition too — a “Free” item can still need a registration, a test certificate or a specific port of entry. Check DGFT notifications as well, because policy for some items is changed during the year.
03Second-hand goods
Second-hand goods have their own rules in Chapter 2 of the Foreign Trade Policy. Second-hand capital goods are broadly allowed with conditions, while most other second-hand goods are restricted. Used electronics and similar items may also need clearances under environmental rules. Read the FTP paragraph for your case before buying used machinery or goods abroad.
04Applying for an import licence
For a restricted item, apply online on dgft.gov.in. The application fee is ₹1 per ₹1,000 of CIF value, with a minimum of ₹500 and a maximum of ₹1 lakh (Appendix 2K). The Exim Facilitation Committee decides most cases. Do not ship before the licence is issued — goods that arrive without it can be confiscated.
